Who’s Stealing Little Black Girls?

Across America, young African-American girls are vanishing from homes, schools, and neighborhoods and reappearing in brothels, escort agencies, and strip clubs. But what’s happening to them isn’t magic- it’s slavery. And the insidious part of the trick is that no one seems to be helping them.

Across America, about 800,000 children are reported missing each year, 33% of which are African-American. In New York City last year, half of reported missing children were black and 60% were female. And these aren’t 17-and-a-half-year-olds; most of the girls were between 13 and 15. Other urban areas like Atlanta, Washington DC, Chicago, and Los Angeles with large African-American populations also have high instances of young black girls being kidnapped or “running away”. But what’s happening to these girls? Surely they don’t vanish into thin air?

They vanish, in fact, into pimps’ pockets; these girls end up as trafficking victims in the commercial sex industry. Some meet pimps on the street and are deceived or coerced into street prostitution. Others are forced into strip clubs or filmed for pornography. Still others are advertised on Craigslist, escort agency websites, and other corners of the Internet. They are just as much human trafficking victims as the Vietnamese women enslaved in brothels in Thailand or the Guatemalan girl held in a home in El Paso.

However, many law enforcement agents still understand human trafficking as an international crime and seek it out primarily among communities of immigrants. According to the AMBER Ready Inc./Foundation,

Law enforcement in general only discusses human trafficking in terms of the Asian and Latino immigrant population while ignoring the threat to young and under-aged indigenous Black and Latino women.

In addition to the lack of attention by law enforcement, significant public outcry has claimed missing black kids are not featured in the national mainstream media as much as missing white kids. In an entirely un-scientific study, I thought about the last few missing kids I remember, and yes, all of them were white. I live in Washington, DC, a majority African-American area, and all I can remember are stories of missing white kids. True, my memory could be faulty, but I think few would argue that missing black and white kids get truly equal time on the national news.

So between a faulty understanding of human trafficking and a racially-biased national media, young black girls are falling through not so much cracks as gaping holes in America’s safety nets. And at the bottom of those holes are pimps waiting to make money and johns wanting to “get lucky”. At the bottom of those holes is a life of rape and abuse and slavery.

We know who’s stealing little black girls, and they aren’t magicians or illusionists. They’re human traffickers, and it’s time we put an end to their act.

Man Sells Foster Daughter Into Prostitution

Pimps can be strangers to their child victims, but they are often someone the victim trusts, like a boyfriend, a parent, or a family member. In a case out of Maryland recently, Shelby Lewis sold his 12-year-old foster daughter, along with three other girls, into prostitution — the price of the “rent” he charged them for living in his home. This case is an excellent case study of what domestic minor sex trafficking looks like in the U.S., since it has a number of very common factors present.

* First, the victim was a part of the foster care system. It’s common for American girls who are eventually trafficked by pimps to have been in foster care at one point in their lives. The connection between foster care and trafficking is due to both the vulnerability of young people without stable homes and the dysfunction of many foster care systems in the U.S.

Second, the pimp was someone the victim knew as a protector. While pimps can be strangers, they often approach victims first as boyfriends, friends, stepfathers, family members, etc. They groom the victim to rely on them and then claim, as Lewis did, that the cost of their protection and love is prostitution.

Third, the victims started in their early teens. Lewis first began pimping his foster daughter out when she was 12. He also sold three other girls, who he began exploiting at 13, 14, and 16. The average age of entry into prostitution is 12-14 in the U.S., so the ages of the victims in this case are typical.

Fourth, one of his victims was registered with the National Center for Missing and Exploited Children. It’s not unusual for children who are reported missing, either as runaways or as kidnapping victims, end up in the hands of pimps like Lewis.

Lastly, child pornography makes an appearance in this case, as it does in many others. Lewis had pictures of his victims tied to beds in sexual poses at his apartment. Pimps can earn money by selling pornographic images of the girls they exploit in addition to selling the girls themselves.

While one of these factors might not be present in all cases of domestic minor sex trafficking, they are certainly present in a number of them. This case is an example of how the issue of child trafficking in the U.S. is deeply connected to the need for reform of the foster care system and better education for girls. The questions this case begs are much broader than just those related to human trafficking: Why are foster youths so susceptible to trafficking? Why are men buying girls so young for sex? It’s a reminder that we must always view trafficking within the context of social issues pimps utilize to help them traffic girls.

Every year, the U.S. State Department releases a Trafficking in Persons report which rates countries on their efforts to combat human trafficking. Each week, I’ll be providing a brief glance at human trafficking in one of those countries, based off the 2009 Trafficking in Persons Report, with my own (often snarky) analysis added. In summary, the commercial sex industry, both the voluntary and involuntary sectors, is a huge part of Thailand’s growing economy. While the government has taken some important steps and passed some strong legislation to prevent human trafficking, they are fighting an uphill economic battle. Thailand has become a stereotype for human trafficking, but in this case the stereotype is grounded in reality. The Thai government, Thai people, and the rest of the world need to stand together to say and support Thailand’s economic growth through other means.

Child sex traffickers sentenced to federal prison

Two Fort Lauderdale, Florida residents were sentenced to federal prison for running a sex-trafficking operation, disguised as an escort service, using children in South Florida, according to court documents obtained by the National Association of Chiefs of Police.

David Pierre, 34, was sentenced in federal court in Fort Lauderdale on October 22 before U.S. District Court Judge William Dimitrouleas to 10 years in prison to be followed by five years of supervised release as a sex offender.

Pierre’s partner, Jenna Linden, 24, was already sentenced in federal court on September 23 before Judge Dimitrouleas to five years in prison to be followed by three years of supervised release as a sex offender. Linden and Pierre pleaded guilty to sex trafficking a minor on July 15 and August 13.
Federal authorities initiated the investigation in November 2008, after a 14-year-old victim of the escort service run by Pierre was rescued in Fort Lauderdale by police. Subsequently, another 16-year-old victim of Pierre’s escort service was discovered.

Pierre operated the prostitution ring/escort service from his Fort Lauderdale home. He advertised his business on the Internet. Linden assisted Pierre with transporting the underaged victims to customers throughout the south Florida area.

This investigation was part of Operation Predator, a nationwide Immigration & Customs Enforcement operation designed to identify, investigate and arrest those who prey on children, including human traffickers, international sex tourists, Internet pornographers, and foreign-national predators whose crimes make them deportable.

Launched in July 2003, ICE agents have arrested almost 12,000 individuals through Operation Predator, many of whom were illegally residing in the U.S.

ICE encourages the public to report suspected child predators and any suspicious activity through its toll-free hotline at 1-866-347-2423. This hotline is staffed around the clock by investigators. Suspected child sexual exploitation or missing children may be reported to the National Center for Missing and Exploited Children, an Operation Predator partner, at 1-800-843-5678 or http://www.cybertipline.com.

This particular ICE investigation was conducted by it’s Office of Investigations in Fort Lauderdale with the help of the Homestead Police Department, the Fort Lauderdale Police Department, the Broward County Sheriff’s Office, and the Alachua County Sheriff’s Office.

EXCLUSIVE: Trial set to begin on alleged sex traffic case

Court records provide insight into how trafficking works

When she was just 18, Anabel de la Cruz-Ramirez met a suitor who promised her love and happiness. Instead, he put her at the center of an international sex-trafficking operation.

De la Cruz met Adrian Zitlalpopoca-Hernandez in her native Veracruz, Mexico, where she was a college student, federal prosecutors say in court documents.

He persuaded her to leave her home and go with him on a journey that eventually would take her to the streets of Tijuana, where she worked as a prostitute, and later to North County, where they were both arrested last year.

Their journey ended Nov. 20, 2008, when sheriff’s deputies stopped the vehicle they were in in a rural area of Valley Center known as Couzer Canyon, a place police say is often used by sex traffickers to set up makeshift prostitution camps.

In the car, police found condoms, birth control pills, lubricants, toilet paper, plastic tarps and plastic bags. Shortly afterward, Immigration and Customs Enforcement agents arrived and determined that the couple and another woman in the car were in the country illegally.

De la Cruz’s story is detailed in court records filed in advance of an upcoming trial. Zitlalpopoca faces numerous charges related to the sex-trafficking operation he allegedly ran.

Immigration authorities and federal prosecutors declined to speak about the case.

‘Always the same’

The story of how de la Cruz was taken from her home in southern Mexico to the United States appears to mirror other operations that have been discovered by authorities, said Marisa Ugarte, who heads the Bilateral Safety Corridor Coalition, a nonprofit organization that helps care for sex-trafficking victims.

“The modus operandi is always the same,” Ugarte said.

De la Cruz told authorities that Zitlalpopoca, who was 10 years older than she, romanced her and persuaded her to leave town with him.

A few months after they moved in together in his family’s home, Zitlalpopoca introduced the idea of her working for him as a prostitute. She cried and resisted at first, but he later persuaded her, telling her that if she really loved him she would do it.

In June 2005, the couple moved to Tijuana, where Zitlalpopoca turned de la Cruz over to an associate for “training,” according to court documents. Over the next several years, she worked as a prostitute in Tijuana and several other places in Mexico.

Zitlalpopoca allegedly beat her on several occasions, either out of purported jealousy or because she tried to keep the money she earned as a prostitute, according to court records.

Intimidation, beatings and threats

In May 2008, Zitlalpopoca allegedly paid a smuggler to bring de la Cruz illegally into the U.S. His relatives sheltered her in an apartment on West Los Angeles Drive in Vista. She later relocated to a nearby home at 311 Weston Circle.

Once in North County, Zitlalpopoca acted as de la Cruz’s driver. He took her to meet clients in ranches, canyons and apartments, according to court records. He paid her rent, cell phone bills and bought her supplies, such as condoms.

She learned that other women worked for him, including Florencia Calixto-Velazco, the third passenger in the car when de la Cruz and Zitlalpopoca were arrested last November.

Calixto, a native of Oaxaca, Mexico, told authorities a story similar to de la Cruz’s. She met Zitlalpopoca at a bus station when she was 17 years old in 2004.

Zitlalpopoca told her that he was in deep debt and needed her help paying it off, according to court documents. He told her that they would live in the lap of luxury if she worked for him.

The promises of happiness and riches were followed by intimidation, beatings and threats.

“Zitlalpopoca also threatened to tell Calixto’s family that she was a prostitute if she left him,” according to court records. “Calixto believed that her family would disown her if they knew what she was doing.”

Each of the women earned hundreds of dollars a day, according to court records.

‘Despicable

For years, activists and law enforcement authorities have reported on prostitution activity in local migrant camps. But in recent years, North County has earned a kind of notoriety as a hot spot for sex trafficking stemming from several arrests, Ugarte said.

In 2003, Luciano Salazar Juarez pleaded guilty to federal charges of smuggling and harboring women who worked as prostitutes in North County. Salazar’s sex-trafficking ring was discovered after three women drowned as they attempted to drive across a rain-swollen river while trying to reach a migrant camp in Carlsbad.

Authorities say the cases are difficult to investigate and prosecute because people, including the victims, are unwilling to testify against the traffickers. It is also difficult to get to the root of the smuggling rings because they are based in Mexico, Ugarte said.

In her campaign to bring attention to the problem, Ugarte has had an unlikely group of allies: anti-illegal immigration advocates. Members of the San Diego Minutemen, who often search the canyons to find migrant camps, have run into what they believe to be evidence of prostitution.

Jeff Schwilk, who leads the North County-based San Diego Minutemen, said his group has been trying to call attention to the problem for more than three years.

“We believe the only way to rid of our canyons of underage sex trafficking is to rid our canyons of illegal immigrant squatters and their camps,” Schwilk said. “These migrant camps are breeding grounds for this type of despicable organized crime.”

Trial set

In April, a federal grand jury handed up an indictment charging Zitlalpopoca with 11 counts related to sneaking women into the country and using them as prostitutes, according to the U.S. attorney’s office in San Diego.

Among the charges he faces is an accusation that he engaged in sex trafficking by force, fraud, or coercion, which carries a minimum sentence of 15 years.

The indictment also charged Eduardo Aguila-Tecuapahco and Carlos Tzompantzi-Serrano with two counts each, related to harboring the female immigrants for prostitution.

All three men pleaded not guilty. Attorneys for the men could not be reached for comment.

The trial is set to begin Nov. 10 in San Diego.

Missing Girl May Be Getting Help

Police in Virginia say that in December 2006, 16-year-old Britni Elyssa Wells announced on her MySpace site she was planning to run away. On Jan. 2, 2007, Britni made good on her promise.

According to police, neither Britni’s father nor her grandparents can conceive of a reason for Britni to run away. What police do know is that within three weeks of announcing her plans, Britni took off.

Family Asks For Help In Locating Runaway Teen

According to police, like many teens, Britni was going through a rebellious phase and didn’t like being at home. Instead, cops say she preferred the company of like-minded teenagers. In her pursuit to fit in, cops say Britni found kindred spirits in the fanbase of a Michigan-based rap group.

“She is a fan of the rap group Insane Clown Posse,” says Sgt. M.R. Tutor of the Norfolk Police Department. “This group may be helping her hide from her family.”

According to investigators, the group, whose fans refer to themselves as Juggaloes and Juggalettes, tends to appeal to young people who feel like outsiders — especially those looking for a surrogate family.

Police believe Britni was in a vulnerable state two years after the death of her mother and may have been drawn in by ICP’s message. Police also believe that ICP fans are helping Britni hide from her family.

The most recent photograph of Britni was taken at Lake Taylor High School and depicts a smiling and happy young woman. But what may have caused Britni to bolt from her family remains a mystery to those who knew her most intimately, say police.

Britni’s family is heartbroken and desperate to find her.

She is a white female, about 4’9″ tall, weighs 117 lbs., and has brown hair and brown eyes. Police say Britni may have dyed her hair blonde.
