The search team huddled around the photograph of the homeless woman panhandling at Tropicana Avenue and Jones Boulevard.

The picture gave them hope.

They studied the woman’s leathery skin and straight blond hair. Her narrow-set eyes hugged the bridge of a small, sloping nose hung above a pair of thin lips.

They glanced back at the pictures of a grinning 21-year-old Jessie Foster just before she went missing eight years ago in Las Vegas, then gasped. A lot can change in that time, but those lips, that nose — could it really be her?

“Oh, my lord,” Mary Borchers said.

“Yeah, we got to go down there,” Shannon Forsythe said.

Borchers is an advocate for sex-trafficking victims and a friend of Jessie’s mother, Glendene Grant.

Foster’s story in the documentary “Trafficked No More,” which was broadcast last month on several Las Vegas television stations, had brought in new tips about Foster’s possible whereabouts. But Grant, who lives in Kamloops, British Columbia, couldn’t follow up on all of the tips.

So on Sunday, Borchers traveled to Las Vegas from Los Angeles with Forsythe and members of her sex-trafficking victims’ assistance nonprofit group, Run 2 Rescue, to resume the search into a question no one has been able to answer since 2006: What happened to Jessie?

They dispatched 15 volunteers to pass out fliers Monday morning. It was then — when two volunteers had handed a flier to the homeless woman — that the photo had been taken. The woman didn’t say she was Jessie, but she said the missing person on the flier looked familiar.

That didn’t matter to Forsythe, founder of Run 2 Rescue. If Foster is in fact a sex-trafficking victim, she could have been afraid to admit her identity.

“We need to cut the meeting short,” Forsythe said to the waiting volunteers at East Vegas Christian Center.

The homeless woman could still be near Tropicana and Jones, but Borchers and Forsythe knew their window was closing. It was almost 5 p.m. and getting dark.

They piled into a Ford Explorer with another woman from Run 2 Rescue and two men for protection, and sped toward Tropicana and Jones.

Jessie vanished in 2006 from North Las Vegas, like a drop of rain on the desert floor.

In May 2005, she had come from Kamloops to the Las Vegas Valley. A month later, Jessie moved in with her boyfriend, Peter Todd — a man Jessie’s parents, Dwight Foster and Grant, barely knew.

When Jessie went missing — she last spoke by phone with her mother on March 24, 2006, and was last seen by Todd on April 3, 2006 — Grant filed a report with North Las Vegas Police. After learning Jessie had been arrested in June 2005 and had an outstanding warrant for prostitution, Grant was certain their second-oldest daughter — a former honor roll student — was a victim of sex trafficking.

Police searched Todd’s home. They interviewed him twice. He said Jessie took her belongings and drove off. Authorities didn’t find anything suspicious, North Las Vegas Police Lt. Tim Bedwell said.

They tracked every lead they could, even tips from psychics, but all police ever found were animal bones in the desert. They even got two retired officers to search every recent missing-persons case for a link. They found nothing.

Grant and Foster insisted Todd was a pimp and blamed him for Jessie’s disappearance. With no evidence to indicate otherwise, police cleared Todd of wrongdoing.

Jessie’s case grew cold.

Nearly eight years later, Jessie’s case still haunts the department. Bedwell can still picture Jessie grinning without a care in the passenger seat of a car.

“We’ve conceded for a very long time that even though this is a missing-persons case, common sense says there’s been a crime committed and she’s a victim,” Bedwell said. “We just don’t know what, and we can’t find evidence.”

Jessie’s disappearance changed the course of Grant’s and Dwight Foster’s lives.

They entered a world of what-ifs and body watches, holding their breath every time human remains were found in Las Vegas.

Early on, the mystery festered like an open wound. What if Jessie is alive and being tortured? What if she died alone in the desert?

The macabre thoughts went on and on for the parents.

That first year, Grant refused to leave home and let her cupboards go empty. She struggled to take care of her two other daughters and grieved constantly. She quit her job and focused her efforts on trying to find Jessie.

Grant and Dwight Foster hired a private investigator and made several trips to the valley to comb the city for their daughter. Still, no luck.

Then, near the end of the first year, Grant said she received a sign that helped her move forward. While on a flight to Las Vegas, she had learned police had found Shawn Hornsbeck, a child who had been kidnapped in Missouri and had been missing for four years.

Grant knew then Jessie might not come home any time soon. Grant would be in it for the long haul.

“Once I knew, it was easier to wait for the next few years to go by,” Grant said. “I don’t know how to explain that, but I just knew.”

Doris weaved the Ford Explorer through the rush-hour traffic on Interstate 15, toward Tropicana Avenue.

“If she says, ‘yes,’ we take her right there,” said Doris, Run 2 Rescue’s outreach coordinator, who asked that her last name not be used to protect her identity.

“We need to get her in the car and out of town to make sure no one follows us,” Forsythe said. “Then out of the state tonight.”

“We also need to consider law enforcement,” Borchers said.

Borchers thumbed through photos of Jessie as she listened. The similarities between Jessie and the homeless woman were unbelievable.

Still, the searchers reminded themselves the woman might not be Jessie. There are nearly 2 million people in Clark County. The odds of finding Jessie on the streets were slim.

Regardless, they would help the woman if she needed it.

About 10 minutes later, Doris exited onto Tropicana and sped past an adult video emporium and the Orleans. They notified a safe house at an undisclosed location to prepare for Foster. A plan was formulated.

They prayed.

“Let it be Jessie,” Forsythe said. “Let it be Jessie.”

• • •

Grant learned long ago to give up any expectations when people searched for her daughter.

She knows getting worked up will only make her crazy. Instead, Grant focuses on what she can control — her advocacy work.

After a detective told her no one would be interested in Jessie’s story, Grant’s mission became to prove the detective wrong.

Jessie’s story has appeared in documentaries, books and enough newspapers to fill three scrapbooks. Grant has traveled to high schools and universities across Canada, sharing her daughter’s story. She started Mothers Against Trafficking Humans in Jessie’s name.

Each time Grant helps another parent deal with losing a loved one to human trafficking, or helps someone by sharing her own story, she’s keeping Jessie alive.

Grant also prays … a lot.

“I don’t lose hope, but I don’t daydream about the what-ifs,” Grant said. “Those are the ones that will put you in the psych ward.”

Her ex-husband, Dwight Foster, from whom Grant has been separated since the late 1980s, has struggled to move forward. Grant said Dwight Foster was consumed with Jessie’s disappearance.

Dwight Foster stays up all night and sleeps all day. He is no longer the happy-go-lucky guitar player he once was. He even quit his job.

“Somewhere in his dad mind, he probably felt that he didn’t protect her,” Grant said.

Grant has chosen not to live in the past. She recently moved out of the home in which Jessie grew up. Grant has moved into a new home with new furniture.

Grant knows she can never go back to the life where Jessie brought friends over to bounce on the trampoline and pick grapes off vines. In those days, Grant always thought Jessie would grow up and do hair and makeup for movie stars.

Those are just memories now. Grant knows she can’t go back to that life, even if Jessie is still alive.

Still it isn’t easy to move forward. Grant cries once a day for Jessie and posts often on Facebook, promising to bring her home no matter what. Even if Grant doesn’t expect answers, she needs one.

“It means I don’t have to think Jessie’s being raped,” Grant said. “I don’t have to think that the crows picked her bones clean.”

• • •

Grant’s mind raced; she couldn’t sleep.

It was close to midnight, and Metro Police hadn’t finished scanning the woman’s fingerprints. Grant remained glued to her phone, struggling to remind herself not to expect anything.

Earlier that night Borchers, Forsythe and Doris had found the homeless woman. She appeared intoxicated and wouldn’t comment on whether she was Jessie. Borchers snapped three photos and sent them to Grant.

The first two pictures didn’t look like Jessie at all, but the third picture — could it be? Grant couldn’t say for certain. The search team needed to find out more. Borchers called Grant and gave the phone to the woman.

They wanted to see her react to Grant’s voice.

“Please,” Grant said into the phone. “I just need to hear you speak so I can tell.”

No response. The woman grew angrier. That’s when the search team decided to call Metro so they could determine the woman’s identity for certain.

“There were at least a dozen people stating that it was her, including our own team,” Borchers said. “Even law enforcement said the same thing: that it was her.”

After midnight, the fingerprint results came in. It wasn’t Jessie.

“I wanted it to be her,” Grant said.

The next day, the search resumed.

Now is the time for the North Las Vegas Police Department to FINALLY start investigating like they should have 4-1/2 years ago!!

Peter Todd is the person who we were told, by many people, beat Jessie and forced her to work at an escort agency. Several people at this agency, including the manager, have told me personally that Jessie had bruises from Peter, and she was afraid to leave him. They also all ‘knew’, as did many people in that walk-of-life, that Jessie was beat to death by him in the house at 1009 Cornerstone Place, North Las Vegas, NV USA 89031 and buried in the Mojave Desert north of where they lived. I get calls all the time, the most recent one was just in August 2010, from a woman who knew Jessie (she knew her as Taylor) back in 2005, she said she believes Jessie is dead, that she was murdered by Peter Todd.

The police have NEVER done a proper investigation of the house they know she lived in, even though they say they have no reason to do this investigation, it makes me wonder how else you can solve a crime . . . without investigating?!?!?!? How do they know if he did it or not if they do not investigate? If they don’t rip up carpets and baseboards to look for blood drops or splatters? How does someone not even be investigated and therefore ‘wins’ by default?

I don’t know if Peter did anything or not, but I do know he told me 3 different stories about the last time he saw Jessie. Well, I have one story about the last time I saw Jessie . . . it was as she was leaving Kamloops and her family on CHRISTMAS DAY, DECEMBER 25, 2005 so she could go back to Peter and Las Vegas and the fate that she met, 3 months later – and my story has NEVER changed! How could it? The truth does not change! Our Christmas was forever changed, who do I have a different story about that.

However, regardless of what we don’t know happened, what we do know happened is this:

– Jessie was taken to the USA by Donald Vaz.

Donald Vaz left Jessie in the company of Richard Barrington Walcott and Yvonne Hubrechtsen.

Richard Barrington Walcott and Yvonne Hubrechtsen then left her in the company of Peter Bertrand Todd.

Peter Todd ended up her ‘fiancé’ and it was who she was living with, and his identical twin brother, James Andrew Todd, when she vanished 10 months later, never to be seen or heard from for 4 & 1/2 years.

– passport was NEVER used again!

– debit card was NEVER used again!!

– cell phone was NEVER used again!!!

– credit cards were NEVER used again!!!!

– bank account was NEVER used again!!!!!

– loved ones NEVER heard from her again!!!!!!

– she does not have a known American Social Security Number!

– there has NEVER been anything on her Canadian Social Insurance Number!

If Jessie did ‘cease to exist‘, then we know, it is because someone murdered my daughter.

If Jessie is alive, (like my heart has always told me), then it is because someone did something to her to make her disappear.

I don’t know why I have to share this now, but suddenly I have something I NEED to tell you.

There is something that happened I have only told a few people about – my family, a few friends and a couple of reporters, but it has never been written about. However I am going to share now. It is a very emotional thing for me to relive, and when I do, always I cry hard, so the tears will be pouring down my cheeks and the snot will be dripping from my nose, but you know what, nothing is worse than having a missing daughter. So compared to that, this will be a piece of cake.

First of all, the last time I talked to my beautiful daughter, Jessie Foster was on March 24, 2006 when she called to see if her little sister, Jennee’s birthday present had got there and to tell me she had a dentist appointment booked for March 27, she called me twice that day. Jessie was 21 years old at that time.

Then on March 27 Jessie called her dad’s house and left her stepmom a happy birthday voice message and said that she was going to the dentist that day.

Crystal talked to Jessie several times on March 28, 2006 – I didn’t, but I had talked to Crystal.

Then on March 29, 2006 I got up for work at my usual time of 3:00AM. Because I was in the same time zone as Las Vegas, there were many times that Jessie would call me at that time to talk, she knew I always had time for her, even at 3 o’ clock in the morning. So it did not surprise me when the phone rang shortly after I got up. What did surprise me was what I heard on the other end.

The first thing I noticed was it was not Jessie cell phone – she still had her same number from Calgary, AB. It was a 7 -0 – 2, Las Vegas area code, but not a number I recognized. But I knew, before I picked it up, that it was going to be Jessie. So I said HI SWEETIE! And then I heard it – it sounded like someone was yelling into the phone. It sounded crackly, like a bad connection with lots of static and I could not understand a thing she was saying. BUT I STILL ‘KNEW’ IT WAS JESSIE, and not just because of the Las Vegas area code on my call display! I felt it was her.

It made me very nervous, because it sounded like Jessie was desperately calling for help. Like she was screaming. I was yelling back, JESSIE . . . WHAT IS WRONG? JESSIE, SWEETIE! I CAN’T HEAR YOU. WHAT IS WRONG? And the phone went dead.

I went into the other room to turn on the light and call the number from the call display back, I WAS STARTING TO PANIC. Before I could call the number, my phone rang again. It was the same 702 area code. I answered quickly and said, JESSIE, ARE YOU OK. But again, all could hear was what sounded like someone screaming. This time it was more desperate, but still not clear. I could not understand exactly what was being said, but it sounded like, “HELP  . . . . ME  . . . . AGGGGG . . . HELP . . .” I was seriously freaking out. I was starting to scream into the phone, JESSIE, WHAT IS WRONG? JESSIE HANG UP AND CALL THE POLICE. I DON’T KNOW WHAT TO DO. JESSIE, WHAT IS HAPPENING? And the call ended again.

I was freaking, my heart was pounding, I was starting to shake and cry. WHAT WAS HAPPENING? Was Peter beating her? I had received calls before when Jessie and Peter were fighting and I talked to both of them, I even tried many times to get Jessie to come home and to get Peter to send her home – but of course, back then, I had no way to know that Jessie was already the victim of modern-day sex slavery. She was already being beat and forced to work at an escort agency. Then the phone rang for a third time.

This time I was as panicked as I have EVER been in my entire life. I HEARD MY DAUGHTER SCREAMING FOR HER LIFE. I swear it. I still could not make out the words, but the shear panic and shrillness and the loudness of it all told me SOMETHING WAS VERY WRONG. I was screaming into the phone, JESSIE, STOP CALLING ME. CALL THE POLICE! WHERE ARE YOU? WHAT CAN I DO? CALL 9-1-1!!!!!!!!!!! Then the call ended again.

I tried to call Jessie’s cell phone from my cell phone at the same time as I tried to call the number on my call display from my home phone, but both phone just rang, and rang, and rang. I tried to call Peter’s cell phone and even Yvonne Hubrechtsen’s cell phone (hers was the only other number I had for anyone that Jessie knew in Las Vegas, because I ironically and prophetically said to Jessie when she was going to stay in Las Vegas for 2 weeks until her 21st birthday so she could celebrate there – “Jessie, you are not staying in another country unless you give me an contact number for SOMEONE there. I don’t know anyone or where you are and IF YOU GO MISSING, who will I call”. TEN MONTHS LATER MY DAUGHTER WENT MISSING) but all I got on everyone’s phone was voicemail. I left messages, but no one was calling me back. I did not know what to do, because, seriously, I was not even sure what I had just heard.

I called in to work and said I could not come in. I was a mess, there was no way I would be any use at work, and I would be just too worried. I was already worried out of my mind.

Then about 10AM my daughter Crystal called from a payphone when the Greyhound bus was at a stop . . . she was on her way home from up in Northern Alberta at the oil rig camp she was a cook at, to meet her sister Jessie in Kamloops so they could drive her car to Calgary for their stepsister’s wedding reception (Jessie’s proof of car insurance came in the mail to my house for 30 days . . . Jessie paid almost $200 for this, but she never showed up to use it). She was very upset. She said MOM, IT WAS ME. IT WAS ME CALLING NOT JESSIE. IT WAS ME CALLING FROM MY CO-WORKER’S CELL PHONE, SHE IS FROM LAS VEGAS!!!!

You see, Crystal had accidently washed her cell phone in her housecoat pocket before she left camp, so it was not working. She was on the Greyhound bus with her friend who was going to Edmonton to take a plane home to Las Vegas and she knew I would be up at 3:00AM, so she called me from a 7-0-2 area code phone number!!

Crystal told me she could hear me plain as day. She was saying over and over, “No, Mom, it is not Jessie, it is me!”, but all I heard was Jessie screaming for help.

Now, if you knew how close my daughters are to each other, and how close I am to my kids, then maybe somehow there is a way for Crystal to call me on a Las Vegas cell, just as something horrific is happening to Jessie – perhaps she was being beaten to death at that exact time and through the powers of whatever – through the heartstrings between my children and I and my children and each other, I somehow heard Jessie screaming out for me, for her Mommy as ‘someone’ snuffed out her beautiful life.

I know my heart has always told me Jessie is alive and to this day, through my tears as I type now, even with what I just told you, I can’t help it!

I just DO NOT FEEL, DEEP IN MY HEART, THAT MY CHILD IS DEAD, and whether that is the truth, and Jessie is alive and that night there were just 3 ‘bad’ connections from a Las Vegas cell area code at the exact same time Jessie sometimes called me OR, Jessie was murdered, and through the grace of the Lord, I was able to be there for he at the end, well, I just don’t know.

I do know this though. My best-friend Brenda was there for her 16-year-old (& 2 weeks – his birthday was just on July 22, 2002) son, James when he was hit by a speeding truck on August 5, 2002 . . . she held him as he died, and as tragic as that is, it is what has allowed her to go on. She KNOWS he did not suffer, she knows he went to heaven, and she was with her baby as he took his last breath. I hope, if Jessie is not alive, that I was ‘with her’ as she took her last breath. Thank you for your wonderful friendship Brenda; I don’t know what I would do without you being here for me all the time.

The next day, after Jessie never returned Crystal’s calls or my calls, her sister Katie told me she had been calling Jessie all day, and she never returned her call. I started leaving message after message and I filled up her voicemail-box. I emailed her and my emails were getting more and more frantic and pretty soon I was YELLING in them!! I went to work the next day and told one of my co-workers, I THINK MY DAUGHTER IS MISSING IN LAS VEGAS. He said, “What are you doing here then?” And I said, “I DON’T KNOW”. I left and never went back for a year and a half (then a year and a half after that, the business closed).

So, thank you ALL for letting me share this with you. I know it was probably very emotional to you, as it is to the few people I have told this to. Right now, besides the tears and snot I already mentioned, I am shaking and my head is throbbing. It is almost like I just went through that again. But you know, this time, I feel as if I got something out of telling it. Like when you go to the ‘shrink’ and pour your guts out and feel better! Or . . . when you pop that damn zit that hurts like hell . . . and when you do, the pressure comes off and the pain is relieved a bit. Eventually the zit will heal, and I pray that one day, so will my heart.

Friends, you mean so much to me. There are thousands of people who have followed Jessie’s case in the news and on the internet. Thousands of people who love Jessie like a daughter, sister & friend. The prayers for Jessie are constant – every day from everywhere around this world.

AGAIN, THANK YOU ALL . . . Sincerely, not just Jessie’s mom, but also Crystal, Katie & Jennee’s mom, and Maddie, JJ & Ili’s grandma, Glendene Grant.

FBI looks into disappearance

By: Sarah Kennedy, Calgary Sun
August 11, 2006

The FBI is now involved in the case of a young Calgary woman who mysteriously vanished in Sin City.

Jessica Foster, 21, disappeared in March after travelling to Las Vegas, allegedly in search of adventure.

FBI agent Robert Guerra said federal investigators have spoken with Jessica’s mother Glendene Grant and are in the process of writing a report.

Although there is no guarantee they will be investigating the case, an agent will determine whether it falls within FBI jurisdiction, he said.

Having the FBI even consider the case brings relief to Grant, who says her life has been placed on painful hold as she waits desperately to hear any word from her missing daughter.

It was more than a year ago when Jessica told her parents she was travelling to the U.S. with a girlfriend.

Following a year of regular communication with Jessica by phone and e-mail, Glendene and her ex-husband Dwight Foster say all communication abruptly stopped in March.
With Vegas police providing little assistance, Jessica’s parents hired a private investigator who found out the young woman, once a straight-A student, had been working as a prostitute and was, at one point, beaten so badly she was hospitalized.

Pieces of the puzzle have slowly filtered through to Grant and Dwight, including the fact Jessica didn’t travel to the U.S. with a girlfriend, but rather, a man she met at a reggae party who promised to pay for her trip.

FBI spokesman David Staretz said they usually get involved in cases where it’s believed a person was carried from one state to another against their will for the purposes of having sex.

Their assistance can also be requested when a case has international ramifications, he said.
Despite the family’s private eye warning the chances are grim of Jessica still being alive, Glendene’s holding out hope.

“I don’t think she’s dead, I think she’s being held somewhere against her will.”

Missing Jessica Foster

Jess Foster
My Canadian daughter JESSIE FOSTER is an international endangered missing person and a human trafficking victim.

There have been thoughts that perhaps Jessie was the victim of the truck driver / highway / serial killer scenarios that the FBI is working on, but there is one huge point that was overlooked when this was discussed: “If Jessie was kidnapped and murdered by a truck driver, where did her belongings go? Jessie had all her things packed because she was planning on coming home to Canada when she mysteriously vanished – all of her belongings went missing with Jessie, except her hairdryer and makeup, which was left in the bathroom of her home. Did the truck driver go to Jessie’s house in North Las Vegas and take her things (not likely)? Or did the actual person who kidnapped her (possibly her ‘fiance’ Peter Todd, who she was living with at the time of her disappearance) take her PACKED belongings with her…because everything was packed and easy to take – but forgetting she had a few personal belongings in the bathroom?” Jessie has been missing from Las Vegas, NV for over 3-½ years (since March 29, 2006).

JESSIE’S POSTERS in 12 DIFFERENT LANGUAGES: http://www.facebook.com/album.php?aid=7986&id=1643822787&l=e0786b6f4b

My daughter JESSICA EDITH LOUISE FOSTER originally met Donald Vaz in Calgary, Alberta Canada when she was just out of high school. Her boyfriend at the time, Jon was a Hip-Hop DJ and she would go with him when he did his ‘gigs’. Jon is the person who told us this about Donald.

When I was having a bit of trouble with my youngest daughter in early 2005, Jessie, who was living in Calgary, packed up her apartment and put everything into storage and came home to Kamloops, British Columbia to ‘help me get Jennee back on track’. Which we did, within a very short time. While Jessie was here, she was working 2 jobs – she was a waitress at a Boston Pizza and also worked at Rivershore Golf Course.

Shortly after she was home, Jessie started getting phone calls from Donald – he wanted her to go on a trip with him, to Fort Lauderdale, Florida, to visit his mother. We found out later his mother lives in Canada. I was leery about this offer, as any mother would…and I asked Jessie if he wanted ‘something’ in return. She assured me he did not. Jessie went on the trip, came back with lots of fun pictures and great stories.

Then a couple of weeks later Donald Vaz called again and asked Jessie to go on another ‘trip’ with him. This time to Manhattan, New York and Atlantic City, New Jersey. I really questioned his motives this time – saying flat out that a man would not take a beautiful woman on 2 ‘all expenses paid’ trips and not want or expect something in return. She told me that Donald was not like that and she was going to be okay. I was not totally convinced, but I took that to mean I was being a mom and that there would be no answer that would convince me she would be fine. So she went.

Jessie called me, her dad and one of her sisters from the lobby of the hotel they stayed at in Manhattan telling us all almost the same story, with a little more told to her sister than to me and a little more to her dad than her sister. This is what the story was: DONALD LOST HIS MONEY GAMBLING AT A CASINO AND WANTED JESSIE TO PROSTITUTE HERSELF TO GET THEM ENOUGH MONEY TO GO HOME. We do not know the exact extent to this, but ultimately she told us that everything was ok and she would be home the next day.

But that never happened. The next day Jessie called me to say that instead of flying home directly – her first plan was that she would fly from New York to Ontario, Canada and then west back to Kamloops. She was now flying to Las Vegas, Nevada then north to Kamloops, BC. This was May 13, 2005. She called when she got there and said she was going to stay until her 21st birthday, May 27, only 2 weeks away. I was not happy with this at all, but she was not a child…she was my child, but she was an adult.

The only thing I told her, that I demanded actually – was I needed a contact number from SOMEONE in Las Vegas, because, sadly, I said to her, ‘if something happened to you, if you went missing, who would I call?’ – obviously never expecting that 10 months later she would go missing. She gave me the number to her friend, Yvonne Hubrechtsen…I have no idea where she met her or how she knew her, but she gave me her number and told me her nickname was Angel.

Jessie called someone every day – if not me, it was one of her sisters or her dad & stepmom or one of her many friends. She phoned, text-messaged, emailed and left voice-messages when no one answered. EVERYDAY someone heard from Jessie. After finding out all we know, I realize that several things were done – Jessie’s constant contact with us was so we knew something was wrong when she stopped it – and it worked. We knew within the first day and for sure the second day we never got a hold of Jessie when we called and she never returned our calls. We never knew what was happening to her in Las Vegas, but she did.

It turned out that Yvonne’s boyfriend, Richard Wolcott was also a pimp and had a friend named Peter Todd, also a pimp and they ‘introduced’ Jessie to Peter. Before we knew it, Jessie was in love with him and had moved into his ½ million dollar home at 1009 Cornerstone Place, North Las Vegas, Nevada 89031 (after looking it up, this address was originally owned by Sierra 2598, Inc – Sierra is the prostitute name of Peter Todd’s estranged wife, Trish Van Arsdale – then the property was sold to Trish and then Peter’s name was put it – after than, Trish’s name came off it and Peter Todd, a non-American citizen with no ‘legal’ source of income [this was a quote from the Timothy Bedwell, spokesman for the North Las Vegas Police Department] – so ultimately, Peter Todd owns a house without having a job).

What we never knew and found out after hiring a private investigator, was that Jessie had been beaten so badly she had to be hospitalized (know this about Jessie – she never once got into trouble as a child or teenager, she never smoked cigarettes, pot or did drugs, she never came home drunk or had friends who got into trouble with their parents or the police – when anything happened to Jessie, she cried and ran to me, her mommy…for example, when she was 15, she had a seizure brought on by the heat of a tanning booth she was in, and woke up to her head banging up and down on the top and bottom of the booth…obviously it scared the crap out of her…she came home, and when she came in the door I looked at her and said ‘Jessie what it wrong’, she ran to me, sat on my knee and told me, crying her eyes out it scared her so much [FYI: we had her tested prior to that time, and did not have epilepsy or ever had another seizure again…that was the 3rd in about 8 years].

Jessie is a family girl and is very, very close to me and her sisters [Crystal-27 in December; Jessie was 25 in May; Katie will be 23 in December & mother of my grandson Jacobus almost 6 months old; and Jennee was 19 in February, mother of my granddaughter Maddison almost 1 ½ years old and she is pregnant, due in December].

Jessie is also a VERY popular girl and has LOTS of friends – from kindergarten to grade 11, she went to school with the same kids, we have lived in this house since June 27, 1987 – my kids all went to my old elementary and high school and we live 1 ½ blocks from the house I grew up in, my mother passed away in on March 22, 1998 and my dad still lives in today. One month into grade 11, Jessie very badly wanted to go live with her dad & stepmom in Calgary. Her reason was that several of her friends she hung around with graduated and were not in school with her that year, plus the fact that she had never as a child lived with her dad (we separated when Jessie was 1 ½ months old and Crystal was 1 ½ years old – we have always had a good relationship and parented the girls together, from different cities, and provinces), and she told me this – ‘Mom, if I do not like it in Calgary, I can come home and graduate with the kids I went to school with forever, but if I like it, I will stay there and graduate with my new friends’. She made a good point about growing up and would never live with her dad while in school if she did not do it then. Both Dwight & Tracy and Jim & I agree and she moved.

There was a very traumatic thing that happened the day she moved. Jessie’s bestfriend, Shauna Heys and 2 other girls drove to a city about 4 hours away early the day before – Jessie actually would have gone, if she was not getting on the Greyhound Bus at 7:00am the next morning. I had just got back from dropping her off and my phone rang…it was very early and I was surprised. It was one of Jessie’s friend’s parents asking me if Jessie was home. I said no, she was on the bus moving to Calgary to live with her dad…she asked me ‘if I was sure’. I said of course, I just dropped her off myself. She told me there was a terrible accident at 4am and one of the girls who went with Shauna was in very serious condition in the hospital. It turned out to be Sabrina…a beautiful 16-year-old girl who was an actress who just got a job with a new Canadian series that was to begin taping…she died. It was terrible. If Jessie had of gone, she would have been sitting ‘shotgun’ in Shauna’s car – it was her permanent spot – it was where Sabrina was sitting when the accident happened.

I called Jessie’s sister and dad in Calgary and when they picked her up, they told her about Sabrina and their dad drove them both straight to the airport and they were back in Kamloops that evening. Jessie and Crystal went back to Calgary after the funeral. I never got to talk to Jessie face-to-face right after this – Sabrina was a very good friend of hers, and over the phone and by the next time she came home for a visit, time had passed. I really do not know way deep down how badly this affected her – and I know it affected her. We did talk a lot, but not her crying in my arms, like a mom does for her girl. I feel terrible about this.

Jessie got hit by a car in Calgary on her way to school one day. She was crossing on a walk sign and a car turned right on a red light, striking her and causing damage to her leg. Jessie never played in sports again and that was hard for her. When Jessie turned 19 she got a large insurance settlement from this accident. When Jessie went to the USA she still had over $10,000 in the bank – she as planning on going to college with it. Some people told me she was ‘attracted to the money of Vegas’, implying she ‘chose’ to go there and ‘chose’ to work at a escort agency, even though the owner of this service told me that ‘Jessie did not belong there’ and she tried to convince her to ‘go home, little girl’, as this woman told me personally.

Wow, I have gone on and on, and the fact is, I do not even know what you need from me…sorry. But I will also add this – Donald Vaz, mentioned earlier, and his brother have a history of arrests and convictions (mostly for the brother) for forcing young girls into prostitution, and beating a woman who was a prostitute…there are several newspaper articles on these cases. And Yvonne Hubrechtsen, also mentioned earlier, was arrested and the charges dropped for ‘transporting a minor across a state line for sexual purposes’ – AKA: human trafficking…IN MY OPINION.

Richard Wolcott and Peter Todd are both known pimps, as it Donald Vaz. Yvonne Hubrechtsen and Trish VanArsdale are both convicted prostitutes. Trish VanArsdale also threatened my daughter several times…this was told to me by Jessie, Peter Todd and Peter’s twin brother, who works for an elementary school, James Todd…that Jessie was scared of Trish and if she was home alone (James lived with Jessie and Peter), she NEVER answered the door for fear Trish was on the other side. ALSO, I have talked to someone who saw Jessie after Trish cut her hand with a knife and Jessie was bleeding and freaking out about her boyfriend’s crazy jealous ex-wife cutting her.

Jessie talked to her sister Crystal on March 28, 2006, making plans for them to meet here in Kamloops so they could drive together in Jessie’s car, still parked in my backyard since Jessie went to the USA; to Calgary for their stepsister’s wedding reception in April. They were to talk the next day and we have never heard from Jessie again, EVER. Shortly after Jessie’s got a letter from her insurance company in Calgary, which I opened – there was proof of insurance for 1 month for her car while she was to be home. She paid around $200 for it with her credit card. So, obviously she was planning on being here. ______________________________________________

Does Las Vegas Have a Human Sex Trafficking Problem?

Being one who networks against human sex trafficking and has been involved in the search
for Jessica Foster from the beginning practically.I have to say with the undercover work
I’ve done The stories these girls in Las Vegas have to tell, there is a serious problem. Vegas just isn’t looking in the right places & not looking at the right people.

“Despite the time and money invested, Southern Nevada is no closer to understanding the problem or more important, even proving that there is a problem”.

Most of the women that are trafficked in & out of Las Vegas are prostitutes. The police are
all overworked and can’t stop to look for every prostitute. That’s their mind set. The Government writes papers, takes survey’s,do stats,on all of the prostitution, forced prostitution, and human sex trafficking but they will never have true figures. If this is the # 2 illegal crime in the world now soon it will be #1 over drugs. Drugs can’t be re-sold. Sex can over and over some children up to 30 a day.

It can be in your backyard your next door neighbor. Jessie Foster is just one of many thousands of adults and children sold every year. People like Peter Todd, Donald Vaz, Trish Van Arsdale,Yvonne Hubrectsen need to be stopped from this awful crime.

These are some of the people you need to looking at. People like these pimps who sell girls when
they are done with them. When the girl becomes too much trouble. Like Jessica she had been arrest for prostitution become too much trouble for Peter Todd. He told me he got stuck with her.

“If Las Vegas is a target for traffickers, as federal and local officials have claimed, then we reach
one of two conclusions:numbers are wrong or we’ve reached a crisis and we’re not doing anything to effectively address it. The truth is probably somewhere in between.”

Well let me tell you the numbers are wrong and they are not doing enough to effectively address it. Effectively addressing it is being on the streets and watching these girls. Not as watch dogs but just watching Truck stops, Hotels, Brothels. This is how your going to see forced sex trafficking, sex trafficking rings.
